In this ceremony, the Rector of Sam Ratulangi University, Prof. Dr. Ir. Ellen Joan Kumaat M.Sc DEA read remarks from the Minister of Communication and Informatics, in his speech said:

The spirit of national awakening has never faded. President Joko Widodo in early 2017 has set a special emphasis on the equity aspect in all areas of development. Equitable regional development will be realized by building Indonesia from the periphery by strengthening the regions and villages within the framework of the unitary State. The government continues to improve the aspects of development in all sectors.

A further century since the Boedi Oetomo organization was conceived has given rise to a new dimension in the socio-cultural landscape of all humanity. Major changes have occurred, which if we may summarize in one word, presumably "digitizing" is the right word.

The most realistic digitization bliss is almost happening in every sector related to the cut-off time of licensing. The permissions process that lasts hundreds of days until infinity is drastically reduced to six times faster than the original time.

With digital innovation, maybe we are faced with new surprises and procedures in assembling and creating. As reinforcing, but not least that threatens our bonds in the nation. One thing is certain, we must remain siding to put the interests of the nation in the middle of the onslaught of opponents that can become more invisible. Precisely because of that then we can not leave the orientation to continue to realize the equitable development of social justice.

Hopefully we can all make great waves of digital change safely and sentosa and sweet fruit for the orientation of service to the community. Only with the spirit to not leave one person scattered in the development car then the Unitary State of the Republic of Indonesia will remain victorious
